Escambia County Waste Management History

Beulah Landfill:

Construction and operation began in 1965 over 102-acre site. Municipal waste was first deposited in the southwest section at an average depth of 15 feet to 20 feet. As the disposal cells moved to the east, the depths increased to 30 to 35 feet.

In 1968, the first domestic septage and domestic wastewater treatment sludges were deposited in an excavated and bermed area (+ 10 acres) at the southwest corner. In 19776, the sludge holding pond was filled with construction demolition debris and municipal waste and covered with 12 inches or more of on-site soil. In November 1977, the east + 20 care sludge pit was constructed of a diked area on the landfill. The liquid sludges were deposited in this diked area on the previously filled solid wastes. The wastes absorbed the sludges to create a solid/spongy mixture. In June 1984, all sludge dumping ceased.

The main sources of waste were the City of Pensacola, residential and commercial, Escambia County franchise collectors and commercial haulers. Waste was also received from private haulers and the general public. Liquid waste haulers deposited septic waste, wastewater treatment plant sludges, commercial and industrial sludges, and sludges from the naval air station on the site. All disposal activities were concluded in 1984.

Camp Five Landfill:

Opened in 1974 as a Class II landfill for northern part of county.  The landfill is located on 9 acres.  In 1988, Camp Five was closed for accepting waste.

Klondike Landfill:

Opened in 1976 as a temporary facility until county can site a permanent landfill. The landfill was originally constructed on 73 acres, and then expanded to 119 acres in 1979.   In 1982 the landfill closed.

Perdido Landfill:

Opened in 1980 as a Class I and Class III landfill. It is still currently opened and covers 424 acres.

Mobile Highway Landfill:

Opened in 1984, as a Construction and Demolition site. The site consists of 25 acres.   In 1985, the site was permitted as a Class III site. In 1988, it was closed to incoming waste.

Oak Grove Citizens Convenience Center:

Was opened before 1984. It is located in the northern part of the county. It is located on 5 acres of land.  It is currently opened. today.

Material Recovery Facility:

1990-1996*  "Dirty" Material Recovery Facility (Dirty MRF).  Citizens were told to dispose of all recyclables along with their regular garbage.  Some of the garbage trucks were diverted from the Class I landfill to the Dirty MRF at the Perdido Landfill where approximately 30 laborers picked through the garbage and reclaimed recyclables.

Blue Bag Recycling:

1995 this six month pilot program was conducted in Myrtle Grove. 

Drop-Off Recycling Program:

October 1, 1996- present.  Drop-Off Recycling Program (current program) started.  Program was and is successful and has expanded over the years.  The "Dirty" MRF was renovated to a Dual Stream Recovered Materials Processing Facility (RMPF.)  

Landfill Mining:

2008.  Perdido Landfill begins Landfill Mining pilot.

Curbside Recycling Program:

July 9, 2008  Curbside Recycling Pilot program starts in East Hill.  The program is a partnership between City of Pensacola and Escambia County.
